আমাদের দেশ ক্রমাগত ভাবে উন্নত হচ্ছে।জীবন যাত্রার মান বাড়ছে সেই সাথে বাড়ছে নিত্যদিনের খরচ।সেই তুলনায় বাড়ছেনা আমাদের মত নিম্নমধ্যবিত্ত পরিবারের উপার্জন।মূল্যবৃদ্ধির দিক দিয়ে সব থেকে এগিয়ে আছে হাসপাতাল গুলো।সেবার মান বাড়ুক বা না বাড়ুক তারা ঠিকই রোগী থেকে উচ্চ মূল্যে চার্জ আদায় করছে।স্কয়ার,এপোলোর মত বড় হাসপাতালগুলোর কথা বাদই দিলাম আসুন আমরা সাধারন মানের হাসপাতালগুলোর দিকে তাকাই।যেখানে দেখতে পাই এক একটি কেবিন ভাড়া তারা চার হাজার থেকে আট হাজার টাকা আদায় করছে।
যদি গড়পরতায় চার হাজার টাকা হিসেবে ধরি তাহলে মাসে ১ লাখ ২০ হাজার টাকা চার্জ হচ্ছে শুধু মাত্র একটি দেড়শো থেকে দুইশো স্কয়ারফিটের রুমের জন্য।মনে করি ওই রুমে সারা মাসের ত্রিশদিনই রোগী থাকছেনা।সে ক্ষেত্রে আমরা আনুমানিক দশদিন রোগী থাকবে বলে ধরে নিলে দেখা যাবে ভাড়া আদায় হচ্ছে ৪০ হাজার টাকা।কী আছে ওই রুমে,ওই কেবিনে? যেখানে প্রতিদিনের জন্য ৪ হাজার বা তার বেশি টাকা ভাড়া আদায় করা হবে?একটা ফ্রিজ আছে।সারা দিন ফ্রিজ চললে কতটুকু বিদ্যুত খরচ হয় তা আমাদের কম বেশি সবার জানা।একটা ফ্রিজের দাম কত তাও আমাদের অজানা নয়।রুমে একটা টিভি আছে সেই টিভির দাম এবং সারা দিন টিভি চালালে বিদ্যুৎ কি পরিমান খরচ হয় তাও আমাদের অজানা নয়।আর আছে একটা এসি।সেই এসি সম্পর্কেও আমাদের ধারনা কম নয়।সব মিলিয়ে কোন ভাবেই রুমের ভাড়া প্রতিদিন ৪ হাজার টাকা হতে পারেনা।৮ হাজার টাকার হিসাব বাদই রাখলাম।
এই ঢাকা শহরের সব থেকে অভিজাত এলাকায় বিলাশবহুল অ্যাপার্টমেন্ট ভাড়া পাওয়া যায় ৮০ হাজার টাকা থেকে ১ লাখ ৩০ হাজার টাকায়।যে অ্যাপার্টমেন্টে থাকে কম পক্ষে চার থেকে ছয়টি বেড রুম, চারটি বাথ রুম দুইটি বারান্দা,ড্রয়িং,ডায়নিং আরো অনেক কিছু।সব কিছু বাদ দিয়ে যদি আমরা শুধু বেড রুম ধরে হিসাব করি তাহলে দেখতে পাই চার রুম হিসেবে প্রতি রুমের ভাড়া আসে মাসে ৩০ হাজার টাকা বা তার কিছু বেশি।তার মানে প্রতিদিনের হিসাবে মাত্র ১০০০ টাকা।পাশাপাশি বাকি সুবিধার কথা বাদই দিলাম।সেই অ্যপার্টমেন্টে সারা বছর এসি চলে,গিজার চলে, টিভি ফ্রিজতো চলেই।দেখা যাচ্ছে সব ফ্যাসিলিটি থাকার পরও রুম প্রতি খরচ ২০০০ টাকার অধিক হয়না।তা ছাড়া সেই রুম গুলোও হাসপাতালের নাম মাত্র কেবিনের মত কবুতরের বাসা নয়।
একটা সাধারণ মানের হাসপাতালে দেড়শো স্কয়ারফিট বা তার কিছু বেশি বড় একটা কেবিনের ভাড়া তাহলে কি করে ৪০০০ টাকা থেকে ৮০০০ টাকা হতে পারে তা আমাদের বোধগম্য নয়।এমনকি নন এসি হলেও সেই সব রুমের ভাড়া ১০০০ থেকে ১৮০০ টাকা বা তার কিছু বেশি।এখন আমরা যদি একটু ভাল করে দেখি তাহলে এসি এবং নন এসির ভাড়ার তারতম্য দেখতে পাই প্রায় দ্বিগুন।নন এসি রুমে শুধু মাত্র এসি এবং ফ্রিজ নেই।একটা এসি এবং একটা ফ্রিজের জন্য দিনে ২০০০ বা তার বেশি টাকা চার্জ করা হয় কি করে তাও আমাদের ক্ষুদ্র মস্তিস্কে ধরেনা।যদি বলা হয় সব কিছুর সাথে আয়া বুয়া,প্রতিদিনের ডাক্তারের ভিজিট সব কিছুর চার্জ সহ ওই পরিমান ভাড়া আসে তাহলেও সেটা অতিরিক্তই মনে হয়।ডাক্তার দিনে একবার ভিজিট করলে তার চার্জ যদি আমরা ৫০০ টাকা ধরি আর নার্সের জন্য ৩০০ টাকা ধরি তাহলে মোট ৮০০ টাকা হয়।পাশাপাশি আয়া বুয়ার চার্জ কত সেটা প্রত্যেকেই জানি।সেটা ধরলেও দেখা যাচ্ছে ১০০০ এর বেশি চার্জ হচ্ছেনা।কিন্তু সেটা কোন ভাবেই ৪০০০ টাকা হতে পারে না।
আমরা ওই সব কেবিনে মাসে দশদিন রোগি থাকবে বলে ধরেছি।কিন্তু দেখা যায় প্রায় পচিশ দিনই কেবিন গুলো পরিপুর্ন থাকে।তাহলে এক রুমের ভাড়া আদায় হচ্ছে আড়াই লাখের বেশি।যেখানে এই শহরের সব থেকে বিলাশবহুল ডুপ্লেক্সের ভাড়াই আড়াই লাখ টাকা নয় সেখানে একটা রুম থেকে সাধারণ মানের একটা হাসপাতাল ভাড়া আদায় করছে আড়াই লাখ বা তারও বেশি টাকা।স্বাস্থ্যমন্ত্রনালয় কিংবা সরকারের সংশ্লিষ্ট বিভাগ এগুলোর দিকে কোন দিন নজর দিয়েছে কিনা আমাদের জানা নেই।
এই দিক গুলোতে নজর দেওয়া সংশ্লিষ্ট সবার দায়িত্ব।আমাদের কারো এতো বেশি টাকা নেই যে ওই পরিমান ভাড়া দিতে আমাদের গায়ে লাগবেনা।এ গুলো যে অনিয়ম এবং অতিরিক্ত আদায় হচ্ছে তা আমাদের মত ক্ষুদ্রজ্ঞান সম্পন্নরাও বুঝতে পারে কিন্তু যাদের বুঝার কথা তারাই বুঝতে চায়না। একটা ছোট্ট কেবিনে দু্ইটি সাধারণ সিট এবং সাধারণ সুবিধার বিনিময়ে এতো গুলো টাকা চার্জ করা কোন ভাবেই যুক্তিযুক্ত বলে মনে করিনা।
এবার আসি ডাক্তারদের বিষয়ে।সেবার ব্রত নিয়ে আমরা চিকিৎসা বিদ্যা পড়তে শুরু করি কিন্তু দিন যায় আর আমাদের চিন্তা চেতনার পরিবর্তন হতে থাকে।ডাক্তার মাত্রই রোগীর এক আস্থার স্থান।টাকার বিনিময়ে হলেও সে ঠিকই সেবা দিয়ে যাচ্ছে।কিন্তু টাকার পরিমানটার দিকে তাকালে সেটি আৎকে ওঠার মত অবস্থা হয়।অধিকাংশ হাসপাতালে একটা শিশুর জন্মের সময় সিজারের জন্য শুধু মাত্র ডাক্তারের ফি দিতে হচ্ছে প্রায় ২৫ থেকে ৩০ হাজার টাকা।একজন ডাক্তার তার পড়াশোনার জন্য অনেক শ্রম দিয়েছেন, তার চেয়ে বেশি তিনি অর্থ খরচ করেছেন।কিন্তু সেই অর্থ ওঠানোর জন্য সিজারের সময় এতো টাকা চার্জ নেওয়াকে আমরা যুক্তিযুক্ত মনে করিনা।সে যদি পাঁচ হাজারের পরিবর্তে তিন হাজার টাকা চার্জ করতো তাহলে নিশ্চই তার খুব বড় কোন ক্ষতি হতনা। উপরন্ত রোগী এবং তার পরিবারের জন্য সেটা বড় ধরনের উপকার হতো বলেই মনে করি।সিজারের সময় ওষুধ থেকে শুরু করে যাবতীয় প্রয়োজনীয় দ্রব্যাদি রোগি কর্তৃক সর্বরাহ করা হয়ে থাকে।এমনকি রোগি ওটিতে নেওয়ার আগে বন্ডে সাইন করা হয় যে রোগির যে কোন ক্ষতি হলে ডাক্তার দায়ী থাকবে না।এখন দেখা যাচ্ছে ডাক্তার শুধু মাত্র রোগির শরীর কেটে শিশুটিকে সুন্দর ভাবে বের করে আনছে এবং আনুষাঙ্গিক কাজ করছে।সময় লাগছে সর্ব সাকুল্যে আধা ঘন্টা।এই আধাঘন্টার জন্য তাকে চার্জ হিসেবে দিতে হচ্ছে নুন্যতম ৫ হাজার টাকা।যেহেতু ওটিতে একাধিক ডাক্তার থাকেন তাই সব মিলিয়ে চার্জ ২৫ থেকে ৩০ হাজার টাকার কাছা কাছি চলে আসছে।অথচ তারা একটু সদয় হলেই এই চার্জ কমিয়ে আনতে পারতো।আমাদের দেশে সেবা দান কারী বলে যারা আছেন তারা আসলে সেবা দান করছেনা বরং সেবা টাকার বিনিময়ে বিক্রি করছে।
