যুদ্ধ বিদ্ধস্ত বাংলাদেশের দিকে তাকিয়ে এক সময় যারা দীর্ঘশ্বাস ফেলে এ দেশটিকে তলাবিহীন ঝুড়ি বলে অভিহিত করতে দ্বিধা করেনি আজ তারাই বিস্ময়ে হতবাক হয়ে এদেশের দিকে তাকিয়ে আছে। তারা বুঝে উঠতে পারছেনা একটা দেশ কিভাবে তলাবিহীন ঝুড়ির তকমাকে পায়ে ঠেলে তরতর করে এগিয়ে যাচ্ছে। এক সময়ের তলাবিহীন ঝুড়ি বাংলাদেশ এখন মধ্যম আয়ের দেশ হওয়ার পথে। বাংলাদেশ যে এগিয়ে যাচ্ছে তা এখন বিশ্বব্যাপী স্বীকৃত। বিশেষ করে সামাজিক সূচকে বাঙলাদেশের অগ্রগতি চোখে পড়ার মত। তাইতো বারাক ওবামাও তার ভাষণের মধ্যভাগে উদাহরণ হিসেবে বাংলাদেশকে টেনে আনতে কাপর্ন্য করেনি। যত হতাশাবদীই হইনা কেন এসব দেখলে বুকটা গর্বেভরে ওঠে। আমার দেশই এখন অন্য অনেক দেশের জন্য উদাহরণ স্বরূপ এটা ভাবতেই ভাললাগার অনুভূতি ছুয়ে যায়। বিশ্বব্যাংক মধ্যম আয়ের দেশকে দুটি শ্রেণীতে ভাগ করেছে একটি হচ্ছে নিম্ন মধ্য আয়ের দেশ আর অন্যটি উচ্চ মধ্যম আয়ের দেশ।
বাংলাদেশ এখন নিম্ন মধ্যম আয়ের দেশ বলে পরিচিত হবে। কিন্তু আমরা চাই প্রবৃদ্ধি নির্ভর মধ্যম আয়ের দেশ হওয়ার পাশাপাশি আমরা সামগ্রিক উন্নয়নের পথে অগ্রসর হতে। দেশের ধারাবাহিক অর্থনৈতিক উন্নয়নেরই প্রতিফলন ও স্বীকৃতি এটি। জাতি হিসেবে এটি অবশ্যই আমাদের জন্য একটি মাইলফলক ও বড় অর্জন বলে বিবেচিত হতে পারে। মধ্যম আয়ের দেশ মূলত বিশ্ব ব্যাংকের একটি শ্রেণীকরণ ছাড়া তেমন কিছু নয়। বিশ্ব ব্যাংক যেহেতু বিভিন্ন দেশকে অর্থনৈতিক সহায়তা দিয়ে থাকে তাই এ শ্রেণী করণ। বাংলাদেশ যে শ্রেণীতে আছে এটির নিম্নক্রমে মাথা পিছু আয় হতে হয় ১০৪৫ ডলার এবং সর্বোচ্চ ১২ হাজার ৭৪৫ যলার পর্যন্ত এ সীমা নির্ধারিত। এর বেশি হলে সেটি উচ্চ আয়ের তালিকাতে পড়ে।ভ বাংলাদেশ এ তালিকাতে আসায় বিশ্ব ব্যাংক কর্তৃক বিভিন্ন সুযোগ সুবিধা প্রাপ্তির বিষয় যেমন অনুকূল হয়েছে বলে অনেকের ধারনা তেমনি মনে রাখা দরকার এটির মনস্তাত্ত্বিক প্রভাবও লক্ষ্যনীয়।
সেই সাথে রয়েছে বিভিন্ন চ্যালেঞ্জ। বিশ্ব ব্যাংক এটলাস মেথড নামে একটি নিজস্ব পদ্ধতিতে দেশগুলোকে চারটি ভিন্ন ক্যাটাগরিতে বিভক্ত করেছে। বিশ্বব্যাংক মূলত কোন দেশের তিন বছরের গড় বিনিময় হারকে সমন্বয় করে,এতে করে আর্ন্তজাতিক মূল্যস্ফীতি ও বিনিময় হারের ওঠানামা সমন্বয় করা সম্ভব হয়। একটি দেশের স্থানীয় মুদ্রায় মোট জাতীয় আয়কে (জিনএনআই) মার্কিন ডলারে রুপান্তর করা হয়। এ কারণে আমরা দেখতে পাই বিশ্ব ব্যাংকের হিসাবের সাথে বাংলাদেশ পরিসংখ্যন ব্যুরো (বিবিএস) এর হিসাবে গরমিল থাকে। বেশ কয়েক বছর ধরে বাংলাদেশ সরকার দেশকে মধ্যম আয়ের দেশে উন্নীত করবে বলে যে পদক্ষেপ নিয়েছে তা নিয়ে ধারাবাহিক আলোচনা হয়েছে এবং সেই পঘে যতটা সম্ভব কাজও হয়েছে। ফলে সরকারের ১০ বছরের প্রেক্ষিত পরিকল্পনায় ২০২১ সালের মধ্যে আজ থেকে ৪৪ বছর আগে স্বাধীনতার স্বাদ পাওয়া এই দেশটি মধ্যম আয়েল দেশ হওয়ার কথা আছে।
মধ্যম আয়ের দেশ হওয়া অবশ্যই একটি মর্যাদার বিষয়। বিশ্ব ব্যাংক যেহেতু সাহায্য দেওয়ার সবিধার জন্য এ শ্রেনীকরণটি করেছে সুতরাং এই শ্রেণীকরণের মূল উদ্দেশ্য দাড়াচ্ছে সাহায্য প্রদান প্রকল্প। তবে ১৯৬০ সালে যখন প্রথম এলডিসি ধারনাটি নিয়ে বিশ্বে আলোকপাত করা হলো তখন থেকেই বাংলাদেশ এলডিসি ভূক্ত ছিল। যদিও তালিকা প্রণয়ন হয় এগার বছর পর ১৯৭১ সালে ১৮ নভেম্বর যখন বাংলাদেশ স্বাধীনতার দ্বার প্রান্তে দাড়ানো। অবশ্য বাংলাদেশকে তালিকা ভূক্ত করা হয় ১৯৭৫ সালে যে সালটি ছিল বাংলাদেশের ইতিহাসের অন্যতম বেদনাদায়ক স্মৃতিতে ভরপুর। স্বল্পোন্নত দেশের সেই তালিকা থেকে বেরিয়ে আসার আপ্রাণ চেষ্টা ছিল বাংলাদেশ নামক ক্ষুদ্র রাষ্ট্রের। আর সে লক্ষ্যেই সরকার কাজ করে যাচ্ছে। এখন বাংলাদেশের অর্থনীতি যেভাবে এগোচ্ছে সে ধারায় এগোলে বাংলাদেশ সরকার গৃহীত লক্ষ্যমাত্রা ২০২১ সালে বাংলাদেশ মধ্যম আয়ের দেশ হবেনা।
সূচকে দেখা গেছে বাংলাদেশের বর্তমান মাথাপিছু আয় ১০৮০ মার্কিন ডলার। কিন্তু এলডিসি থেকে পুরোপুরি বেরিয়ে আসতে হলে প্রয়োজন হবে ১২৪২ মার্কিন ডলার। সুতরাং লক্ষ্যমাত্রা অর্জন করতে হলে বাংলাদেশের অর্থনীতির গতিকে আরো বাড়াতে হবে। বর্তমানে দেশে জিডিপির প্রবৃদ্ধির হার ৬.২ শতাংশ যা লক্ষ্যমাত্রা অর্জনের জন্য যথেষ্ট নয়। সে ক্ষেত্রে জিডিপির প্রবৃদ্ধির হার বাড়িয়ে ৭.৫ থেকে ৮ শতাংশে উন্নীত করতে হবে। অর্থনীতিবিদরা মনে করেন বিনিয়োগ বাড়াতে হবে জিডিপির আরও ৫ শতাংশ হারে এবং সেই সাথে প্রবাসী আয়ে প্রবৃদ্ধি রাখতে হবে ৮ শতাংশ। এটি অর্জিত হলে বাংলাদেশ উন্নত ও উন্নয়নশীল দেশ থেকে বানিজ্য ক্ষেত্রে বাজার সুবিধা পাবে। ২০০৬ সালে গবেষণা সংস্থা “সেন্টার ফর পলিসি ডায়লগ (সিপিডি)” রুপকল্প তৈরি করে স্বাধীনতার ৫০ তম বছরে দেশকে মধ্যম আয়ের দেশে পরিণত করার স্বপ্ন দেখিয়েছিল যা সরকারকে সে পথে হাটতে অনুপ্রাণিত করেছে। আর তাই আরো একধাপ সাহসী হয়ে সরকার ঘোষণা করেছে ২০২১ সালে সে লক্ষ্যমাত্রা অর্জিত হবে এবং দেশের প্রবৃদ্ধির হার হবে ১০ শতাংশ সেই সাথে মাথাপিছু আয় হবে ২ হাজার ডলার যা পাশ্ববর্তী দেশের মাথাপিছু আয়ের অধিক।
বাংলাদেশ এ যাত্রায় অগ্রগামি পথিক হয়েছে কিছু বলিষ্ঠ কমকান্ডের মাধ্যমে। শিশুদের স্কুলে যাওয়া,কার্বন নিঃসরণ কমানো,শিশু মৃত্যুর হার কমানো,দারিদ্রতা কমিয়ে আনার পাশাপাশি জীবনযাত্রার ব্যায় নিম্নমূখী করা বাংলাদেশের অগ্রগতির মূল রহস্য। তবে এটুকুতেই আত্মতুষ্টিতে ভোগার কোন সুযোগ নেই। ধারাবাহিকতা ধরে রাখতে হবে এবং সময়ের প্রেক্ষিতে বাংলাদেশকে আগামীতে বেশ কিছু চ্যালেঞ্জ মোকাবিলা করতে হবে যার প্রস্তুতি নিতে হবে এখন থেকেই। পুষ্টি,স্বাস্থ্য,শিশুদের স্কুলে ভর্তি এবং শিক্ষার হারের সমন্বয় আনতে হবে। প্রাকৃতিক দুর্যোগ,জনসংখ্যা বৃদ্ধির পরিমান হ্রাস সহ বিশ্ববাজার থেকে দূরত্ব হ্রাসের জন্য ঐক্যমতের সমাজ গঠন করতে হবে।
একটা দেশকে কারো একার পক্ষে এগিয়ে নিয়ে যাওয়া সম্ভব নয় এমনকি সেটা সরকারের একার পক্ষেও সম্ভব নয়। সে ক্ষেত্রে সবাইকে নিজ নিজ অবস্থান থেকে কাজ করতে হবে। যোগাযোগ ব্যবস্থার উন্নয়ন সাধন এবং শ্রমিকদের নিরাপত্তা ও মজুরী আর্ন্তজাতিক মানের করা গেলে বিদেশী বিনিয়োগ বৃদি।ধ পাবে যা আমাদের অর্থনীতিকে শক্তিশালী করবে। রাজনৈতিক অস্থিরতা কমিয়ে আনতে হবে।
আশার কথা হচ্ছে বিরোধী দলগুলো তাদের সহিংস মনোভাব থেকে কিছুটা হলেও বেরিয়ে আসতে পেরেছে যা দেশের সার্বিক পরিস্থিতি উন্নয়নে সহায়ক ভূমিকা পালন করছে। সে ক্ষেত্রৈ সরকারকে তাদের প্রতি ধন্যবাদ জ্ঞাপনের মানসিকতা রাখতে হবে। সবার সর্বাত্মক প্রচেষ্টাই রুপকল্পকে রুপকথার রাজ্য থেকে বাস্তবে নিয়ে আসতে পারে। সুতরাং আমরা আশা করতে পারি স্বাধীনতার ৫০ বছর পুর্তির সময় আমাদের দেশটা হবে এমন একটি দেশ যে দেশটিকে সবাই মিলে এগিয়ে নিয়ে যাবে।
